Background:

Vehicle owners must title and license their vehicles with the Department of Licensing (DOL). The DOL may issue temporary vehicle permits or authorize licensed vehicle dealers to issue temporary permits under rules established by the DOL.                            The DOL issues a temporary vehicle permit when a person attempts to title and license their vehicle for the first time and does not have all of the appropriate documentation, but is likely to have the documentation within 60 days.
When a person purchases a vehicle from a licensed dealer, the dealer provides the temporary vehicle permit. The dealers acquires the temporary permit application forms from the DOL for $15 per application, and fills in the permit expiration date. The dealer must apply for a certificate of title in the purchaser's name within 45 days.

Summary of Bill:

The DOL must provide a secure internet-based system that allows temporary vehicle permits to be generated by authorized persons. By July 1, 2011, all temporary vehicle permits must be generated using this system.

Effective Date: The bill takes effect 90 days after adjournment of session in which bill is passed.
