Brief Description: Transferring leave to leave pool programs.

Brief Summary of Bill
  • Allows unused, transferred leave to be transferred to the sick leave pool with the permission of the employee who transferred the leave.

Background:

Employees may donate accrued leave to a fellow state employee who is suffering from or has a relative or household member suffering from an extraordinary or severe illness or impairment which may cause the employee to take leave without pay or terminate employment.

The Department of Personnel (DOP) also has policies governing the accumulation and use of sick leave for state agency and department employees, expressly to allow participating employees to pool sick leave and allow any sick leave thus pooled to be used by any participating employee who has used all of the sick leave, annual leave, and compensatory leave that has been personally accrued by him or her. Each department or agency of the state may allow employees to participate in a sick leave pool established by the DOP and other personnel authorities.

Summary of Bill:

With the permission of the employee who transferred leave, unused leave by an employee who requested shared leave may be transferred to the sick leave pool rather than being returned to the employee.

Effective Date: The bill takes effect 90 days after adjournment of session in which bill is passed.
