Background:
Vehicles operated on public roads and highways must have a current vehicle license issued
by the Department of Licensing. Specific vehicles are exempt from this requirement.
Summary of Substitute Bill:
City, county, park and recreational district, and metropolitan park district maintenance
equipment that is used primarily for maintenance and not for transportation is exempt from
vehicle licensing requirements when operating on city or county roads.
Substitute Bill Compared to Original Bill:
Park maintenance equipment does not include vehicles that must be licensed under current
law. Metropolitan park districts' park maintenance equipment is exempt from vehicle
licensing requirements.

Effective Date of Substitute Bill: The bill takes effect 90 days after adjournment of session in which bill is passed.
Staff Summary of Public Testimony: (In support) Currently cities must load equipment on
a trailer or arrange for a police escort to transport park maintenance equipment. This bill will
help a number of cities comply with the law.
