Background:
Common school employees and Educational Service District (ESD) employees may transfer
accumulated leave for illness, injury, and emergencies to and from ESDs, school districts,
and the Office of the Superintendent of Public Instruction (OSPI). The accumulated leave
transfer policies relative to higher education employees are broader, allowing transfer to and
from any community college district, state agency, four-year institution of higher education,
ESD, or school district.
Summary of Bill:
Employees of common schools and ESDs are permitted to transfer accumulated leave to and
from two- and four-year institutions of higher education, as well as to ESDs, school districts,
and the OSPI.
Appropriation: None.
Fiscal Note: Preliminary available.
Effective Date: The bill takes effect 90 days after adjournment of session in which bill is passed.
Staff Summary of Public Testimony: (Education)
(In support) Current law does not permit the transfer of accumulated leave by common school
employees to institutions of higher education. This would allow such transfers when a school
employee becomes employed by an institution of higher education. This is a great bill.
