Background:
The Washington Materials Management and Financing Authority (Authority) was established
in 2006 to implement an electronic product collection, transportation, and recycling program
for covered electronic products (CEPs). Covered electronic products include computer
monitors, personal computers, and televisions that have been used in the state by any
household, charity, school district, small business, or small government.
Manufacturers offering the CEPs for sale in Washington are required to register annually
with the Department of Ecology (DOE) and provide brand names of the CEPs sold by that
manufacturer in the state. All administrative and operational costs associated with the
collection, transportation, and recycling of the CEPs are paid by the manufactures.
The Authority is governed by a board of directors (board), comprised of 11 members of
participating manufacturers. The board must have representation from both television and
computer manufacturers. The Directors of the Department of Community, Trade and
Economic Development, the DOE, and the State Treasurer (Treasurer) serve as ex officio
members of the board.
Summary of Bill:
The Treasurer is removed as an ex officio member of the board.

Effective Date: The bill takes effect 90 days after adjournment of session in which bill is passed.
Staff Summary of Public Testimony:
(In support) This is a simple bill. The Treasurer is asking not to be included as a statutory
member of the board as the responsibilities of the Treasurer are not relevant to the board.
However, the Treasurer will continue to provide assistance to the board, if requested. The
bill was modeled after the another statute that has a true financing aspect.
