Background: A concealed pistol license (CPL) is required when an individual carries a pistol concealed on his or her person. The fee for an initial CPL is $36 and it is valid for five years. The renewal fee for a CPL is $32, and an application for renewal may be made up to 90 days before or after the expiration date of the CPL. A renewal made after the expiration of the CPL carries a $10 penalty in addition to the renewal fee.

Summary of Bill: The $10 penalty, for renewal of a CPL after expiration, does not apply to members of the armed forces who are serving outside the state of Washington when his or her CPL expires. Application for renewal must be made within 90 days of returning to Washington state.

Staff Summary of Public Testimony: PRO: This bill takes away the late fee penalty for those in the armed services. It recognizes that service members serving overseas are not here to take care of administrative details and allows them to focus on the task at hand. It impacts 12-15 people per year.
