Background: The Department of Licensing (DOL) must issue an identicard to any applicant
who: does not hold a valid Washington driver's license; presents specified proof of identity; and
pays the required fee. The identicard expires on the fifth anniversary of the applicant's birthdate
after issuance.
An identicard may be renewed in person. Every other renewal may be accomplished by mail or
through DOL's online renewal system, if the renewal applicant's photograph is on file with DOL,
and requirements specified in rules promulgated by DOL are met.
Summary of Bill: An applicant who renewed his or her identicard in person after his or her 70th birthday, and has a photograph on file with the DOL, may renew his or her identicard by mail or electronic commerce in perpetuity.
