Background: State law provides for the establishment, management, and operation of different categories of public libraries. In addition to public libraries established by cities, towns, and counties, state law authorizes the establishment of regional libraries, rural county library districts, inter-county rural library districts, and island library districts.

A rural county district is organized to provide library services to all areas within a county not included within incorporated cities and towns. Inter-county rural library districts are organized to provide library service for all areas outside of incorporated cities and towns within two or more counties.

An island county library district is organized to provide library service for all areas outside of incorporated cities and towns on a single island only, and not all of the area of the county. Island library districts may only be established in counties composed entirely of islands with fewer than 25,000 residents at the time the library district was created.

A regional library district is organized to provide library service within two or more counties or other governmental units and is created by a contract among the participating governmental entities.

Summary of Bill: The maximum term of nonvoter general obligation bonds issued by a rural county library district, inter-county rural library district, or island library district is increased from six years to 20 years.
