Background: During the 2006 Session, the Legislature passed 2SSB 6823, which implemented one of the judge's orders in the Costco v. Hoen, et al case. The provisions enacted pursuant to 2SSB 6823 are set to expire on June 30, 2008.
Summary of Bill: This bill removes the expiration date and makes permanent the changes made in 2SSB 6823.
Appropriation: None.

Staff Summary of Public Testimony: PRO: The issue dealt with by the Legislature in 2SSB
6823 last year is no longer an issue in the Costco v. Hoen matter so there is no reason not to
remove the expiration date and make the changes permanent.
CON: The impact of 2SSB 6823 on the affected parties should be measured and the expiration
date should be maintained so that that can occur.
