Background: There are nine educational service districts (ESDs) in Washington, each serving a specific region of the state. ESD board members are elected to four-year terms. In 2006, the Washington Legislature transferred the responsibility to conduct elections for ESD board members from the State Board of Education to the Superintendent of Public Instruction (SPI). Elections are to be held no later than August 25 of every even-numbered year.
Summary of Bill: The SPI must call an election to be held in each ESD no later than August 25 of every odd-numbered year.

Staff Summary of Public Testimony: PRO: Elections for ESD board members have been in odd-numbered years since 1977. This simple fix is needed because we cannot call for elections when no terms are expiring.
