SENATE COMMITTEE ON EARLY LEARNING & K-12 EDUCATION

Majority Report: Do pass.Signed by Senators McAuliffe, Chair; Tom, Vice Chair; Holmquist, Ranking Minority Member; Brandland, Clements, Eide, Hewitt, Hobbs, Kauffman, Oemig, Rasmussen, Weinstein and Zarelli.

Staff: Kimberly Cushing (786-7421)

Background: There are nine educational service districts (ESDs) in Washington, each serving a specific region of the state. ESD board members are elected to four-year terms. In 2006, the Washington Legislature transferred the responsibility to conduct elections for ESD board members from the State Board of Education to the Superintendent of Public Instruction (SPI). Elections are to be held no later than August 25 of every even-numbered year.

Summary of Bill: The SPI must call an election to be held in each ESD no later than August 25 of every odd-numbered year.

Appropriation: None.

Fiscal Note: Available.

Committee/Commission/Task Force Created: No.

Effective Date: Ninety days after adjournment of session in which bill is passed.

Staff Summary of Public Testimony: PRO: Elections for ESD board members have been in odd-numbered years since 1977. This simple fix is needed because we cannot call for elections when no terms are expiring.

Persons Testifying: PRO: Charles Schreck, Office of the Superintendent of Public Instruction.
