Background: The Energy Facility Site Evaluation Council (EFSEC), within the Department of Community, Trade and Economic Development, was created in 1970 to centralize the evaluation and oversight of large energy facilities.

Summary of Bill: The EFSEC is directed to review the status of pipeline utility corridor capacity and distribution for natural gas, petroleum, and biofuels in southwest Washington. The EFSEC is to submit its findings and recommendations to the Legislature by December 1, 2007.
