Background: A court may suspend a standard range disposition imposed on a juvenile offender on the condition that the offender comply with local sanctions (a sentence of zero to 30 days, and/or zero to 12 months community supervision, and/or a zero to 500 dollar fine) and an educational or treatment requirement. Any treatment programs provided to the offender must be research-based programs identified as effective by the Washington State Institute of Public Policy (WSIPP) or the Joint Legislative Audit and Review Committee (JLARC).

Summary of Bill (Recommended Substitute): A chemical dependency treatment program provided to a juvenile offender as part of a suspended disposition must be an evidence-based or research-based best practice program. These terms are defined. The program does not need to be approved by WSIPP or JLARC.

EFFECT OF CHANGES MADE BY HUMAN SERVICES & CORRECTIONS COMMITTEE (Recommended Substitute): Removes consensus-based, promising, or emerging best practices from the list of eligible chemical dependency treatment programs.
