Background: The higher education statutes currently provide that accumulated leave of employees at the community colleges must be transferrable between college districts, any state agency, any Educational Service District (ESD), any school district, or any of the public four-year institutions of higher education.

The K-12 statutes currently provide that accumulated leave of certificated, classified, and ESD employees must be transferrable to and from one school district to another, the Office of the Superintendent of Public Instruction, and the office of the ESDs.

Summary of Bill: Clarifying language is added to the K-12 statutes to explicitly permit the transfer of accumulated leave of certificated, classified, and ESD employees to and from institutions of higher education and community colleges.

Appropriation: None.

Effective Date: Ninety days after adjournment of session in which bill is passed.

Staff Summary of Public Testimony: PRO: We want to ensure equity and consistency when it comes to access for K-12 employees to transfer their accumulated leave. Leave is a benefit that is important to employees, especially employees that are the lowest paid, and will enable some to stay in the system. Employees who transfer between the K-12 system and the higher education system should be able to bring with them the leave that they have earned.
