Brief Description: Changing the composition of the board of directors of the Washington materials management and financing authority.

Background: The Washington Materials Management and Financing Authority (authority) is
a public body and an instrument of Washington. The authority plans and implements an
electronic product collection, transportation, and recycling program for manufactures of covered
electronic products. Covered electronic products include: all computer monitors, personal
computers, and televisions sold to consumers for personal use. All administrative and operational
costs associated with the collection, transportation, and recycling of covered electronic products
is paid by participating manufactures. Manufacturers offering covered electronic products for sale
in Washington register annually with the Department of Ecology.
The authority is governed by a board of directors (board), comprised of 11 members of
participating manufacturers. The board has representation from both television and computer
manufacturers. Additionally, the board is composed of three ex officio members: the directors
of, the Department of Community, Trade and Economic Development; the Department of
Ecology; and the State Treasurer. The agency directors and the State Treasurer may designate an
employee of their department to act in their behalf.
Summary: The State Treasurer as an ex officio member and the State Treasurer's authority to designate someone to act on his or her behalf is removed.
