     AN ACT Relating to expanding the statewide first responder building mapping information system to higher education facilities; adding a new section to chapter 36.28A RCW; and creating a new section.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION.  Sec. 1   A new section is added to chapter 36.28A RCW to read as follows:
     (1) The Washington association of sheriffs and police chiefs shall map The Evergreen State College and all of the state's community and technical colleges as provided in RCW 28B.50.040, and place the data into the statewide first responder building mapping information system as provided in RCW 36.28A.060. In completing the mapping, the Washington association of sheriffs and police chiefs shall coordinate with the Washington state board for community and technical colleges.
     (2) In consultation with the council of presidents, the Washington association of sheriffs and police chiefs shall study the addition of four-year institutions of higher education as defined in RCW 28B.10.016 to the statewide first responder building mapping information system as provided under RCW 36.28A.060. The study shall:
     (a) Determine the costs of adding the four-year institutions to the mapping system;
     (b) Estimate the timelines to complete the project; and
     (c) Evaluate the potential risks associated with each building on all campuses and make a priority ordering recommendations as to which buildings should be mapped first, if resources are not available to map all of the buildings.
     (3) The Washington association of sheriffs and police chiefs shall submit a report to the governor and the legislature by October 1, 2008.

NEW SECTION.  Sec. 2   If specific funding for the purposes of this act, referencing this act by bill or chapter number, is not provided by June 30, 2008, in the omnibus appropriations act, this act is null and void.
