Declares that it is the intent of this act to overrule Otani v. Broudy, 151 Wn.2d 750, 92 P.3d 192 (2004) and Philippides v. Bernard, 151 Wn.2d 376, 86 P.3d 939 (2004), and to amend Washington's wrongful death and survival statutes by broadening the scope of beneficiaries who may recover under these statutes and by clarifying the scope of damages that may be recovered in wrongful death and survival actions.
