    On page 4, line 20, after "include" insert "school buses, whether operated by a school district or a commercial chartered bus service,"

EFFECT:   Adds school buses to the definition of publicly owned and operated urban passenger transportation systems.  Exempts the operation of school buses from the special fuel tax.
