    "(7) The certificated instructional staff base salary specified for each district in LEAP Document 2 and the salary schedules in subsection (4)(a) of this section include one learning improvement day. A school district is eligible for the learning improvement day funds only if the learning improvement day has been added to the 180- day contract year. If fewer days are added, the additional learning improvement allocation shall be adjusted accordingly. The additional day shall be limited to specific activities identified in the state required school improvement plan related to improving student learning that are consistent with education reform implementation, and shall not be considered part of basic education. The principal in each school shall assure that the days are used to provide the necessary school- wide, all staff professional development that is tied directly to the school improvement plan. The school principal and the district superintendent shall maintain documentation as to their approval of these activities.  The length of a learning improvement day shall not be less than the length of a full day under the base contract. The superintendent of public instruction shall ensure that school districts adhere to the intent and purposes of this subsection."

           DSHS Economic Services:  Corrects typographical error in proviso.

           DSHS Admin & Support:  Corrects GFF appropriation amount for the Council on Children & Families.

           Labor & Industries:  Corrects an account reference.

           Employment Security Division:  Corrects a proviso amount.

           Department of Health:  Aligns proviso language with appropriated levels, which reduce rather than eliminate grants.

           OSPI:  Corrects a bill number reference.  Restores inadvertently deleted language regarding uses of Learning Improvement Days and related changes to the salary schedule for certificated instructional staff.  Corrects error in two proviso amounts to conform to appropriated levels.

           Transfers:  Deletes a duplicative transfer from the Flood Control Assistance Account.

           Parks & Recreation Commission:  Corrects typographical error in proviso in supplemental budget.

           Department of Early Learning:  Corrects supplemental appropriation level from General Fund--Federal in Department of Early Learning.

 

           FISCAL IMPACT:

           LEAP:  No change to appropriated levels.

           Office of Financial Management:  No change to appropriated levels.

           CTED:  No change to appropriated levels.

           DSHS Economic Services:  No change to appropriated levels.

           DSHS Admin & Support:  Increases Other Funds (GFF) by $258,000.

           Transfers:  Duplicative $2 million transfer deleted.

           Department of Early Learning:  Reduces Other Funds (GFF) in supplemental by $820,000.

 

           NET FISCAL IMPACT OF TECHNICAL AMENDMENT:  Net reduction to Other Funds (GFF) by $562,000.
