    On page 2, beginning on line 15, after "section" insert "unless the landlord has received at least three citations from the local government for building code violations on the premises during the preceding year"

EFFECT:   Authorizes a local government to require a landlord to  hire a third party to conduct inspections or searches of dwelling units and common areas, but only if the landlord has received at least three citations from the local government for building code violations on the premises during the preceding year.
