On page 3, after line 5 of the amendment, insert the following:
"(5) If the cumulative annual contract amount for all covered
vessels required to satisfy the emergency response system requirements
of this section is greater than the annual amount paid by the state as
part of its 2007-2009 biennium contract with the Neah Bay emergency
response vessel, then the additional funding above the 2007-2009
contract rate must be provided by the state of Washington."
EFFECT: Requires the state of Washington to provide any additional funding necessary to secure an emergency response towing vessel for the Strait of Juan de Fuca if the cumulative annual contract amount for all covered vessels exceeds the state's cost in its 2007- 2009 biennium contract for a Neah Bay response vessel.
