    On page 24, on line 21, after "Sec. 16." strike all material through "2011" and insert "This act is null and void until funds sufficient to cover the applicable implementation costs for counties and cities are made available from the legislature for that purpose"

EFFECT:  Makes the act null and void until funds sufficient to cover the applicable implementation costs for counties and cities are made available from the Legislature for that purpose.
