EFFECT:  Deletes the requirement for a parent requesting a child's exemption from immunization based on philosophical or personal belief to provide an explanation (1) setting forth the strength and duration of the belief and (2) demonstrating an understanding of the risks and benefits of vaccination to the child and to public health.
