EFFECT:   Removes the provision that requires the list of safe alternative motor vehicle air conditioning substitutes for chlorofluorocarbon-12 published by the U.S. Environmental Protection Agency under 42 U.S.C. Sec. 7671k(c) to be codified as of the effective date of the bill.
