    On page 1, after line 12, insert the following:

    "(3) The department shall achieve at least the same percentage of administrative savings at the regional and headquarters level as realized through the reduction in regional support networks as provided in section 3 of this act."

EFFECT:   Requires that the reorganization of the department of social and health services must generate at least the same percentage reduction in administrative expense as achieved through the reduction in the number of regional support networks.
