    On page 3, after line 30, insert the following:

    "(7) No later than January 1, 2010, the council shall make recommendations to the governor and the legislature identifying specific modifications to the state's worker's compensation system to ensure that Washington does not rank in the top quartile of states in benefits paid per worker and percentage of covered wages paid."

EFFECT:   Requires the Council, by January 1, 2010, to recommend specific changes to the state's Worker's Compensation system to ensure that the state's rank in terms of benefits paid per worker and percentage of covered wages paid is not within the top quartile of states.
