    On page 3, after line 30, insert the following:

    "(7) No later than January 1, 2010, the council shall make recommendations to the governor and the legislature with respect to increasing Washington's competitiveness by reducing the cost of industrial insurance through the use of final settlement agreements."

EFFECT:   Requires the Council, by January 1, 2010, to make recommendations with respect to increasing the state's competitiveness by reducing the cost of industrial insurance through the use of final settlement agreements.
