    On page 1, after line 14, insert the following:

    "NEW SECTION. Sec. 2. A new section is added to chapter 82.32 RCW to read as follows:   

    Any manufacturer of commercial airplanes who will benefit from any tax preferences provided under this act or this chapter shall enter into a memorandum of understanding with the governor that a majority of the research, development, and manufacturing associated with its products will be performed within the state of Washington."

    Renumber the sections consecutively and correct any internal references accordingly.  Correct the title.

EFFECT:  Requires a commercial airplane manufacturer benefiting from certain tax preferences to have a memorandum of understanding with the Governor that a majority of its products' research, development and manufacturing will be done within the state.
