EFFECT:   Includes non-federally recognized Indian tribes with historical and cultural affiliations with Washington as participants in the annual State/Tribal leadership meeting intended to address issues of mutual concern, and directs the Governor to include these non-federally recognized tribes on the list of tribal leadership contacts maintained by the Governor.
