    On page 4, beginning on line 17 of the striking amendment, after "(5)" strike all material through "dollars" on line 22 and insert "The fees specified in this section do not apply to any filings for an emergency withdrawal authorization or temporary drought-related water right changes authorized under RCW 43.83B.410 that are received by the department while a drought condition order issued under RCW 43.83B.405 is in effect"

EFFECT:   Removes the $100 filing fee for filings for an emergency withdrawal authorization or temporary drought-related water right change.
