Beginning on page 104, line 29 of the amendment, strike all
material through "statute" on page 105, line 4 and insert the
following:
"It is the intent of the legislature to allow small forest
landowners, as defined in RCW 76.13.120, to compensate for the lack of
funding in the forestry riparian easement program by increasing the
number of trees that can be harvested from riparian zones on their
property. The department of natural resources shall develop a process
that will allow small forest landowners currently enrolled in the
forestry riparian easement program to harvest timber from their
riparian zones with a value that closely approximates the value that is
currently owed to them under the forestry riparian easement program"
EFFECT: Eliminates proviso language requiring the Department of Natural Resources (DNR) to develop a prioritization process for purchasing easements eligible under the Forest Riparian Easement Program (FREP). Requires the DNR to develop a process for small forest landowners participating in the FREP to harvest timber from riparian zones on their property in an amount that approximates the value currently owed to them under the FREP.
