EFFECT: 1) Requires that the nonvoting member of the governing body of a county transportation authority  be excluded from attending any executive session, or any portion of a meeting held for the purpose of discussing labor negotiations; and 2) requires that the nonvoting member of the governing body of a public transportation benefit area be excluded from attending any executive session, or any portion of a meeting held for the purpose of discussing labor negotiations.
