On page 10, after line 22, insert the following:
"NEW SECTION. Sec. 18 Beginning December 1, 2010, the office of
the insurance commissioner shall prepare an annual report to the
legislature describing the activities of the compact and its impact on
expanding the availability of small group health care coverage in the
state of Washington. The initial report must include the names of the
states contacted to participate in the compact, the states actively
pursuing participation, the states that contacted Washington with an
interest in participating in the compact but were denied participation
by the commissioner and the reasons for the denial, any barriers to
participation identified by interested states, and recommendations to
improve the compact process to encourage more states' participation.
Beginning December 1, 2011, the annual report must include the number
of participating states, the number of new health plans and insurers
available to small employers throughout the state, states that
contacted Washington with interest in participating in the compact but
were denied participation by the commissioner and the reasons for the
denial, the average premium charged to small employers by insurers in
participating states, the number of enrollees enrolled in plans sold by
a participating state, the number of enrollees living in other states
purchasing policies from Washington insurers, the number and type of
consumer complaints received from those participating in the compact,
including those received against Washington insurers providing coverage
in other states, and any recommendations for improvements to the
compact operations or structure that require legislative authority to
implement."
Renumber the remaining subsections consecutively and correct any internal references accordingly.
On page 10, line 23, after "through" strike "17" and insert "18"
EFFECT: Requires the insurance commissioner to produce an annual report to the legislature describing the activities of the compact and its impact on expanding the availability of small group health care coverage in the state of Washington.
