On page 10, after line 22, insert the following:
"NEW SECTION. Sec. 18 On or before December 1, 2014, the
insurance commissioner and the administrator of the health care
authority shall submit a report and recommendations to the health care
policy committees of the legislature. The report must include:
(1) Information on the number of states participating in the
compact, the number of new health benefit plans available to small
employers in Washington state through the compact, the number of
persons in Washington state covered by health benefit plans offered
through the compact, the average premium charged to small employers in
Washington state for health benefit plans offered through the compact,
the number of persons purchasing health insurance policies from
Washington health insurers offering health insurance in other states
through the compact, and the number and type of consumer complaints
received from persons covered under health benefit plans sold through
the compact, including those received against Washington insurers
providing coverage in other states;
(2) The impact of any changes in federal law related to regulation,
availability and financing of health insurance coverage on the
operation of, and continued need for, the compact established in this
chapter, including whether provisions of this chapter duplicate or
conflict with changes in federal law; and
(3) Recommendations related to the continued need for the compact
in light of any changes in federal law, and, if the recommendation is
to continue the compact, any improvements to its operations or
structure."
Renumber the remaining sections consecutively and correct any internal references accordingly.
On page 10, line 23, after "through" strike "17" and insert "18"
On page 10, line 25, after "expires" strike "January" and insert "July"
EFFECT: Requires the Insurance Commissioner and the Health Care
Authority to submit a report by December 1, 2014, to the Legislature on
the operation of the compact, the effect on the availability of
affordable health benefit plans, the impact of changes in federal law
on the operation of the compact, and recommendations related to the
continued operation of the compact.
Terminates the statutory authority to operate the compact on July
1, 2015.
