On page 2, after line 30, insert the following:
     "(4) By September 30, 2010, the office of the insurance commissioner shall identify and initiate contact and discussions with states whose participation in the compact would enhance the availability of high quality health care coverage in the state of Washington. Interested states may begin participation in the compact beginning January 1, 2011, provided that compact bylaws have been adopted under section 5 of this act and the interested state has met the requirements of section 7 of this act.
     (5) Notwithstanding any other provision in this chapter, it is also the intent of the legislature to ensure that the commissioner is authorized to participate in all viable compact opportunities that may be developed by other states also seeking to provide expanded access to health care coverage. The commissioner shall evaluate all compact opportunities offered to the state and participate in those opportunities that meet the goals outlined in this section."
