On page 9, line 36, after "only" insert the following:
": (a) For the limited purpose of establishing a control or
comparison group as determined necessary by the child welfare
transformation design committee, with input from the Washington state
institute for public policy, to implement the demonstration sites
selected and defined pursuant to RCW 74.13.368(4)(a) in which the
performance in achieving measurable outcomes will be compared and
evaluated pursuant to RCW 74.13.370; or
(b)"
EFFECT: Clarifies and limits the purpose for which child welfare case workers employed by the Department of Social and Health Services (DSHS) may provide child welfare services to children and families within the two demonstration sites selected by the child welfare transformation design committee. Other than in cases of an emergency or as a provider of last resort, the DSHS may provide child welfare services in the demonstration sites only for the purpose of establishing a control or comparison group for the evaluation and comparison of measurable outcomes in the demonstration sites.
