    On page 1, beginning on line 14 of the amendment, strike all of subsection (a) and insert the following:

    "(a) Local governments, federally recognized tribal governments and their political subdivisions, and non-federally recognized Indian tribes with historical and cultural affiliations with Washington; and"

EFFECT:   Extends the exemption from fees in the underlying amendment to non-federally recognized Indian tribes with historical and cultural affiliation with Washington.
