On page 2, line 24 of the amendment, after "treasury." insert "Performance measures and targets must be developed and tracked annually to improve each of the purposes of the account. A report on the performance measures must be submitted annually to the legislature and the governor."
On page 2, line 25 of the amendment, after "(3)" insert "(a) All
public agencies, local governments, and other entities that receive
four hundred thousand or more in taxes from collections pursuant to
this section must apply to the Washington state quality award or
similar organization for an organization-wide Baldrige assessment
within two years and a full assessment every three years thereafter in
order to improve the efficiency and effectiveness of public agencies
spending this tax funding. Each public agency must commit and plan to
become a high performance, high integrity organization and reach a
score of sixty percent in ten years.
(b) Washington state quality award applications, assessment
feedback reports, and corrective action plans must be:
(i) Posted on individual public agency, local government, and the
Washington state general management accountability and performance web
sites to ensure public accountability, sharing of best practices among
public agencies, and adequate performance management improvement;
(ii) Electronically sent to the Washington state auditor's office
to assist in its analysis of departmental performance data, performance
measures, and self-assessment systems; and
(iii) Used for identification of best practices for performance
audits defined in chapter 43.09 RCW. Public agencies may use grant
funding for application fee and quality training.
(c) State agencies must monitor implementation and consider
assessment results as criteria in grant funding.

The department must report annually to the legislature and governor and must post results on the Washington state general management accountability and performance web site."
On page 4, line 13 of the amendment, after "benefits" insert "and the quality management of the organization"
On page 4, line 32 of the amendment, after "(6)" insert "The sum of
seventy-five thousand dollars is appropriated for the biennium ending
June 30, 2011, from the storm water account created in this section to
the office of financial management for the Washington state quality
award. Funds may be used by the Washington state quality award for the
purposes of training public agencies and in managing public agency
assessments.

On page 5, after line 34 of the amendment, insert the following:
"(3) The department must develop performance measures and targets
to be tracked annually to improve the purposes of the account. The
department must report annually to the legislature and governor and
must post results on the Washington state general management
accountability and performance web site. The department must also
establish an annual assessment and performance grading program for the
major programs to measure the goals."
EFFECT: Requires public agencies, local governments, and other
entities that receive $400,000 or more from the hazardous substance tax
to apply for a Baldrige assessment within two years and a full
assessment every three years thereafter.
Requires the Department of Ecology to develop performance measures
and targets for the Storm Water Account and the Water Quality Action
Account to annually track performance. Requires the Department to
report to the Legislature and Governor annually and to post the results
on the Washington State General Management Accountability and
Performance web site.
Requires state agencies to monitor implementation and consider
assessment results as criteria in grant funding, and requires the
Department of Ecology to prioritize projects, applying through the
Storm Water grant program, based on both the water quality benefits and
the quality management of the applicant.
Appropriates $75,000 from the Storm Water Account, created in the
bill, to the Office of Financial Management for the Washington State
Quality Award, including training.
