    On page 7, after line 11, insert the following:

    "(3) Money deposited in the account may not be transferred out of the account to the general fund unless at least three-fifths of the members elected to each house of the legislature have approved the transfer."

    On page 15, at the beginning of line 14, strike "(((4)" and insert "(4) (("

    On page 15, line 16, after "account.))" insert "Money deposited in the account may not be transferred out of the account to the general fund unless at least three-fifths of the members elected to each house of the legislature have approved the transfer."

EFFECT:   Prohibits the Legislature from transferring moneys deposited into the county or state E-911 account to the general fund without securing a three-fifths vote of the Legislature.
