    On page 4, after line 31, insert the following:

    "(2) Backflow assembly testers who maintain or repair backflow assemblies, devices, or air gaps inside a building are subject to certification under chapter 18.106 RCW."

EFFECT:  Clarifies that requirements for specialty plumbers apply to backflow assembly testers who work on the system inside a building.
