On page 4, after line 9 of the amendment, insert the following:
"(5)(a) At least ten percent of the total funding available in the
saltwater algae control account must be used by the department for the
production and distribution of an educational pamphlet designed to
provide information to individuals living in close proximity to
potential sea lettuce habitat.
(b) The educational pamphlet required by this section must provide,
at a minimum, information concerning the following topics:
(i) Educational aspects recognizing sea lettuce as part of the
natural marine biosphere, including its role as habitat for other
marine species;
(ii) Safety tips for living in close proximity to sea lettuce
habitat, including warnings relating to the actual size of sea lettuce
mats potentially in the water when visual inspection only detects a
small amount, the benefits of avoiding swimming within or attempting to
walk upon sea lettuce mats, risks inherent in beach walking when
potentially slippery pieces of sea lettuce are present, and options for
shutting windows, utilizing small air purification systems, or avoiding
critical habitat areas during periods of natural sea lettuce die-off;
and
(iii) Suggestions for those choosing to live in close proximity to
sea lettuce habitat for changing lifestyle habits in a way that would
avoid adding to the factors potentially contributing to sea lettuce
proliferation."
EFFECT: Requires at least ten percent of the money in the saltwater algae control account to be used for the production and distribution of an educational pamphlet designed to provide information to individuals living in close proximity to potential sea lettuce habitat.
