    On page 3, line 25, after "project." insert "The governor shall approve any contract and bond amount authorized with respect to contracts in which the department intends to authorize bonds in an amount less than the full contract price of the contract."

EFFECT:   Requires the approval of the governor in situations where the Department of Transportation intends to authorize bonds on highway construction projects in an amount less than the full contract price.
