On page 14, beginning on line 24 of the amendment, after "shall" strike all material through "consequences" on line 30 and insert "consider factors affecting the best interests of the child, including the child's history and attachment status and how separation from primary caregivers has affected the child. The court shall enter one of the following orders for the child"
EFFECT: Removes the requirement for the court, during the permanency planning hearing, to: (1) Utilize a developmentally appropriate, child-centered perspective; and (2) consider how additional separation and change in placement may affect the child's attachment system or create a risk of psychological harm with potentially lifelong consequences. Adds a requirement for the court, when reaching decisions regarding the permanent plan for the child, to consider: (1) Factors affecting the child's best interests; (2) the child's history and attachment status; and (3) how separation from primary caregivers has affected the child.
