On page 5, line 30, after "compact" insert "so long as the first place presidential candidate receives at least fifty percent of the votes cast in the national popular election"
EFFECT: Prohibits presidential electors from being appointed pursuant to the Agreement Among the States to Elect the President by National Popular Vote if the first place presidential slate does not receive a majority of the votes cast in the national popular election.
