    On page 5, line 28, after "compact," insert "and the secretary of state has certified that the candidate for president who is the winner of the national popular vote also received the most or second most votes for president in Washington,"

EFFECT:  Requires that the Secretary of State certify that the winner of the national popular vote also finished in the top two in Washington's popular vote for President in order to appoint Washington's Electoral College electors based on the Agreement Among the States to Elect the President by National Popular Vote.
