    On page 4, after line 22, insert the following:

    "NEW SECTION.  Sec. 1.  A new section is added to chapter 1.12 RCW to read as follows:

    Chapter . . ., Laws of 2009 (this act), chapter 6, Laws of 2008, chapter 156, Laws of 2007, chapter 4, Laws of 2006, chapter 127, Laws of 1993, and any other provisions of this code, are not intended, nor shall they be construed, to prevent, burden, hinder, or otherwise interfere with any person in the lawful free exercise of his or her religious beliefs, or subject any person to civil or criminal liability for the lawful free exercise of his or her religious beliefs, regarding opposite-sex relationships and unions, including marriage between a man and a woman, and same-sex relationships and unions, including domestic partnerships between a man and a man or a woman and a woman."

    Renumber the remaining sections consecutively and correct any internal references accordingly.  Correct the title.

EFFECT:   Provides that the domestic partnership laws, the laws prohibiting discrimination based on sexual orientation, the malicious mischief laws, and any other provisions of the code are not intended to, and shall not be construed to, prevent or interfere with a person's lawful free exercise of religion or to subject a person to civil or criminal liability for the lawful exercise of religion regarding opposite-sex and same-sex relationships.
