On page 1, after line 10 of the striking amendment, insert the following:
"(3) Beginning in the 2009-10 academic year, the state universities, regional universities, and the Evergreen State College shall assign all new resident undergraduate students to a tuition guarantee group based on the academic year in which they first enroll. After the respective governing boards set tuition fees for full time resident undergraduate students within the limits provided in the omnibus appropriations act, tuition fees for each tuition guarantee group shall be charged at that same rate for four consecutive academic years or until graduation, whichever comes first. The tuition guarantee only applies to students seeking their first bachelor's degree who maintain a minimum grade point average of 3.00. Tuition fees may vary among the universities and the Evergreen State College. Guaranteed tuition fees may be extended for up to two additional consecutive academic years for programs that encourage students to receive a double major or for which the published credits required for completion exceeds one hundred eighty quarter or one hundred twenty semester credits."

EFFECT: Requires the public four-year institutions to guarantee tuition at the same rate for four consecutive years from the students' initial enrollment. The guarantee applies only to resident undergraduate students who maintain a minimum 3.00 GPA. Exceptions are made for programs which encourage students to double major or those that are longer than average in length.
