On page 2, line 6 of the amendment, after "(1)" insert "(a)"
On page 2, after line 12 of the amendment, insert the following:
"(b) The department is not authorized to issue new rules resulting
from its participation in the western climate initiative. All western
climate initiative program elements must be submitted to the
legislature prior to the department enacting rules on the western
climate initiative program elements."
EFFECT: Requires the department of ecology to submit the western climate initiative program elements to the legislature prior to enacting rules relating to the western climate initiative.
