On page 11, after line 10 of the amendment, insert the following:
"NEW SECTION. Sec. 13 Sections 1 through 6, 9, and 11 of this
act expire on the effective date of a federal cap and trade program.
NEW SECTION. Sec. 14 The department of ecology must provide
notice of the effective date of a federal cap and trade program to the
legislature and the office of the code reviser."
Renumber the remaining sections consecutively and correct any internal references accordingly.
EFFECT: The findings, national and regional greenhouse gas reduction programs, accountability, state offset policies, financial incentives for forestry, standards for coal-fired power plants, regional transportation planning organizations, and tribal government sections expire on the effective date of a federal cap and trade program.
