EFFECT:   Clarifies that the Department of Community, Trade and Economic Development (CTED) is only required to consider the clean energy leadership strategy in applying for federal state energy program funding once the strategy has been developed.  Clarifies that CTED is only required to consult with the Clean Energy Leadership Council once it has been convened.
