    On page 1, beginning on line 16, strike all of subsections (4) and (5)

EFFECT:  Removes the requirement that the Joint Committee on Veterans' and Military Affairs approve final proposals for lease terms, if applicable, and development plans for any project undertaken; and removes the stipulation that no state funds may be expended in connection with any project undertaken.
